Prof. Victor Nnam Endorses Enugu’s Digital Land Survey Initiative

Transforming Land Administration in Enugu

Prof. Victor Nnam, a fellow of the Nigerian Institution of Surveyors and former Commissioner for Lands and Urban Development, has strongly endorsed the new land survey digitization project in Enugu State.

He described the project as “a transformative step that will revolutionize land administration and protect the integrity of land ownership for generations to come.”

The Enugu State Government launched the initiative to geo-reference and update all registered layout surveys across the state. This marks a major move toward modern land governance and efficient service delivery.

The Office of the Surveyor General Leads the Project

The Office of the Surveyor General is leading the program under Governor Peter Mbah’s Survey Records Modernization Plan. Through this initiative, the administration aims to promote transparency, increase efficiency, and ensure accountability in land management.

According to Surv. Justus Chime, the State Surveyor General, the exercise will revalidate and digitize all registered layouts. Consequently, the state will build a verifiable digital land database that improves ownership accuracy, simplifies documentation, and enhances internally generated revenue.

Deadline for Compliance and Its Implications

The government has set December 31, 2025, as the final date for compliance. After that, any unvalidated layout will lose official recognition. Therefore, affected layouts could miss out on public infrastructure, title confirmation, and future government projects.

Prof. Nnam encouraged landowners, developers, and professionals to act quickly. He stressed that the process is both “a legal and strategic necessity” for anyone
